Lived Experience of Nurse Educators in the Implementation of the CHED Memorandum Order 15, Series of 2017

Abstract

This qualitative phenomenological inquiry sought to illuminate the real-world experiences of nurse educators in the implementation of the Commission on Higher Education (CHED) Memorandum Order (CMO) No. 15, series of 2017, which mandates the transition to an Outcomes-Based Education (OBE) framework in all nursing programs across the Philippines. Using purposive sampling, eight nurse educators from a local nursing school in Bacolod City were selected as participants. Data were gathered through in-depth interviews to capture their insights, challenges, and transformative experiences during the implementation process. The study identified four central findings that emerged from the narratives of the participants: (1) Pursuing Excellence in Nursing Education, (2) Recognizing the Valuable Support Received, (3) Transitioning from Competency-Based to Outcomes-Based Education, and (4) Sustaining Nursing Education Through Collaboration. In light of these findings, it is recommended that nursing schools nationwide strengthen institutional mechanisms that promote faculty development, collaboration, and administrative support to ensure the successful and sustainable implementation of OBE.

Toni-An B. Lachica, College of Nursing, University of Saint La Salle, Bacolod City

Dr. Toni-An B. Lachica has faithfully served the University of St. La Salle in Bacolod City for 16 years, previously as Academic Coordinator of the BSN Undergraduate and Graduate School (2018-2021) and currently as Dean of the College of Nursing (2021-present), where she has consistently earned Meritorious Teaching Performance Awards and was recognized as Top Outstanding Lasallian Mentor (2023- 2024) and Administrator (2024-2025). She earned her Doctor of Philosophy in Nursing with Highest Honors from the University of St. La Salle (2014-2018), which underpins her academic and leadership excellence. As Dean, she has led major milestones, including securing PAASCU Levels II and III accreditation in 2023, leading the preparation, submission and successful AUN-QA Program Assessment visit for the College of Nursing in July 2025, establishing a state-of-the-art Simulation Laboratory in June 2024, sustaining consistent 100% passing rates in the Philippine Nurse Licensure Examination or with performance significantly above the national average, earning recognition from the PRC as a Top 6 performing nursing school in 2025, and spearheading the College’s application for CHED Center of Excellence status. Her leadership excellence is further affirmed by her selection as a United Board Fellow (Cohort 25, 2024-2025), completion of international leadership programs in Germany and Mexico, and extensive academic engagements across Singapore, Japan, Thailand, and Asia-Pacific region. An AUN-QA trained leader and PAASCU Accreditor, she actively advances quality assurance in higher education and currently serves as President-Elect of the Association of Deans of Philippine Colleges of Nursing in Region VI. Through visionary, collaborative leadership, Dr. Lachica continues to champion educational quality, innovation, and global standards in nursing education.

Geraldine T. Parreño, College of Nursing, University of Saint La Salle, Bacolod City Negros Island Region

Geraldine T. Parreño is a highly accomplished Registered Nurse and academic professional with over two decades of clinical and educational experience. She currently serves as a level 3 Coordinator and Clinical Instructor at the University of St. La Salle – Bacolod, a role she has held across two different tenures. Geraldine holds a Master of Arts in Nursing from the University of San Agustin, complemented by a Bachelor of Science in Nursing from Colegio de San Agustin – Bacolod.

Her extensive clinical background includes serving as a Coronary Care Unit (CCU) Staff Nurse at King Fahad Medical City in Riyadh, Saudi Arabia, and as an Intensive Care Unit (ICU) Staff Nurse at The Doctor’s Hospital Inc. in Bacolod City. An Advanced Cardiac Life Support (ACLS) certified provider, she has undergone specialized training in Nursing Informatics 4.0 and maternal-neonatal simulation training. Her career is defined by a commitment to excellence in both critical care practice and the integration of modern simulation technologies in nursing education.

Karen Rose B. Barrientos, College of Nursing, University of Saint La Salle, Bacolod City Negros Island Region

Karen Rose B. Barrientos is a dedicated Registered Nurse and academic professional with a strong background in clinical instruction and community health empowerment. She currently serves as a Clinical Instructor at the University of St. La Salle, where she leverages her extensive field experience to mentor the next generation of nursing professionals. Karen holds a Master of Arts in Nursing from the same institution, completed in 2019, following her Bachelor of Science in Nursing from Colegio de San Agustin – Bacolod.

Her diverse career spans various healthcare and developmental sectors, including roles as a Community Empowerment Facilitator for the KALAHI CIDSS NCDDP-DSWD and a Staff Nurse at institutions such as the Bacolod Adventist Medical Center and Corazon Locsin Montelibano Memorial Regional Hospital. With specialized training in Health System Science and Basic Life Support, Karen is committed to sustaining quality nursing education and promoting community-based health initiatives.
